In Oakland (US) wird folgendes empfohlen:
Call (510) 777-3211, the emergency number for use with cell phones.
As a reminder, DO NOT CALL 911 from a cell phone.
- When you call 911 from a cell phone, the call is routed to the California Highway Patrol (CHP). The CHP than has to re-route the call to your local police or fire dispatcher, losing precious time.

Es wird also den Einwohner in Oakland also empfohlen, nicht die in den USA einheitliche Notrufnummer 911 vom Mobiltelefon wegen dem derzeit eingerichtetem Routing zu verwenden. Bei Festnetzanschlüssen ist ein entsprechendes Routing eingerichtet und es wird direkt die zuständige Notrufzentrale (PSAP) erreicht.
Sicherlich ist diese Situation verwirrend sowohl für die Einwohner als auch Touristen. Wenn ein 911 Notruf nicht zur zuständigen Stelle verbunden wird, geht wertvolle Zeit verloren. Location-based Routing ist ein wesentlicher Faktor.
Bei VoIP Notrufen ist die Bestimmung der Standortinformation (z.B. GPS, HELD, LLDP-MED, DHCP) sowie die Abfrage der zuständigen Notrufzentrale (via LoST Protokoll) vorgesehen.
